The Commissioner for Human Rights intervenes in the Department of Citizens' Affairs and Communication of the City of Łódź Office in connection with complaints that registration, car registration, collection of a driving license or ID card requires prior appointment via the office's website.

This is the result of a response to a letter received by the Office of the Commissioner for Human Rights from a resident of Łódź, who complains about difficulties in accessing public services of the Department of Citizens' Affairs and Communications. He indicates that in order to handle matters, a prior appointment must be made via the website: patrz.uml.lodz.pl.

Many weeks of waiting for a visit to the city hall

According to the resident who filed the complaint, the requirement that all visits be scheduled exclusively electronically excludes the elderly, those who do not have access to the internet or those who have difficulty using it . He adds that the available appointment times at the office are very limited, which means that the waiting period can be extended to many weeks.

As a result of the implementation of the customer reception system , residents are unable to resolve administrative matters within a reasonable time , which assumes efficient and rational operation of public administration. This leads to a violation of the right of citizens to equal access to public services and the principle of speed of proceedings, which obliges public administration bodies to act effectively, i.e. efficiently, quickly and effectively and avoiding unnecessary delays

The Office of the Commissioner for Human Rights has asked the Łódź office to investigate the matter and provide an explanation. It is worth adding that the example of the Łódź City Hall is not an isolated one, a similar practice of registering visits via the Internet is used by an increasing number of offices .

Local governments emphasize the advantages of online bookings

As the office emphasises, "residents can now book an appointment to deal with many important matters without leaving home. The new functionality contributes to improving service and shortening the waiting time for an appointment ".

The City Hall queue system also operates in Bielsko-Biała. Appointments can be made at the Department of Communication, the Department of Geodesy and Cartography, and the Department of Civil Affairs and Entrepreneurship.
